RTOs have numerous responsibilities post-registration, including annual declarations, AVETMISS reporting, and ensuring marketing compliance. Among these tasks, validation often stands out as particularly challenging.

Although our articles cover validation extensively, let’s redefine it. According to ASQA, validation is a quality review of the assessment process.

Validation involves checking which aspects of an RTO's assessment process are accurate and identifying areas for improvement. With a solid understanding of its components, validation is less intimidating.

According to Clause 1.8 of the SRTOs 2015, RTOs must ensure their assessment systems, including RPL, comply with the training package requirements and are conducted according to the Principles of Assessment and Rules of Evidence.

We are required by the standards to carry out two types of validation.

The first type of validation ensures that your RTO's assessment meets the requirements of the training package within your scope.

The next type of validation confirms assessments are carried out following the principles of assessment and rules of evidence.

Thus, validation is performed both prior to and following the assessment. The first type, assessment tool validation, is the focus here.

Understanding the Two Types of Assessment Validation

As we mentioned earlier and in our past blogs, validation consists of two parts: (1) assessment tool validation and (2) post-assessment validation.

Pre-assessment validation, also referred to as assessment tool validation, is related to the first part of the clause, ensuring all unit requirements are addressed and workbooks are entirely compliant.

Post-assessment validation, in contrast, is about the implementation, requiring Registered Training Organisations to conduct assessments adhering to the Principles of Assessment and Rules of Evidence.

Our focus here will be on assessment tool validation.

The Process of Assessment Tool Validation

Now that we understand the two types of validation, let’s explore the details of assessment tool validation.

When is Assessment Tool Validation Conducted?

Assessment tool validation aims to verify that all elements, performance criteria, and performance and knowledge evidence are covered by your assessment tools.

This implies that any time you get new learning resources, assessment tool validation must be done before they are used by students.

You don’t need to wait until the next scheduled validation in your 5-year cycle. Immediately validate new resources to ensure they’re ready for student use.

However, there are additional reasons to conduct this type of validation. Perform assessment tool validation also when you:

- resources are updated by you
- when new training products are added on scope
- course gets reviewed against training product updates
- your learning resources get identified as a risk during your risk assessment

ASQA's risk-based regulation approach means RTOs should perform regular risk assessments. If students complain about learning resources, it's a perfect time for assessment tool validation.

How to Choose Training Products for Validation

Keep in mind, this validation ensures that all learning resources comply before use. All RTOs must validate resources for each unit.

What Do You Need for Assessment Tool Validation?

Study Resources

To validate assessment tools, you need the complete suite of your learning resources:

Mapping tool – the first document you should look at. It highlights which assessment items meet unit requirements, accelerating validation.

Learner/student workbook – check its suitability for use as an assessment tool. Verify clear instructions and sufficient answer fields. This is often a gap.

Assessor guide/marking guide – check that instructions for assessors are adequate and that there are clear benchmarks for each assessment item. Clear benchmarks are essential for reliable assessment outcomes.

Other related resources – these might include checklists, registers, and templates developed separately from the workbook and marking guide. Ensure they are appropriate for the assessment task and meet unit requirements.

Validation Team

Clause 1.11 describes the requirements for validation panel members, indicating that validation can be performed by one or more persons. RTOs often require all trainers and assessors to attend, and sometimes industry experts are invited.

As a group, your validation panel must possess:

Relevant vocational competencies and industry skills applicable to the unit being validated

Recent knowledge and skills in vocational teaching and learning

Any of the following training and assessment credentials:

TAE40116 Certificate IV in Training and Assessment or an equivalent successor

Assessment validation checklist/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.

Basic Principles of Assessment
Fairness – Does the assessment provide equal opportunity and access to all participants?

Flexibility – Does the assessment provide multiple options to show competence according to various needs and preferences?

Validity – Is the assessment assessing what it is intended to assess? Is it a valid tool for evaluating the required skill or knowledge?

Reliability – Will the assessment yield consistent results each time, regardless of the trainer? Will different assessors make the same decision on skill competence?

Fundamental Rules of Evidence

Validity – Does the evidence prove that the candidate possesses the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is the evidence sufficient to confirm the learner has the required skills and knowledge?

Authenticity – Is the assessment tool confirming that the work is the candidate’s own?

Currency – Are the assessment tools aligned with current units of competency and contemporary industry practices?

Even though these are regularly addressed in VET professional development and nationally recognised training, numerous tools fail to meet these requirements.

To avoid employing learning resources that fail to meet all unit requirements, be sure to follow these guidelines:

Walk the Talk

Observe the verbs in the unit requirements and ensure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement requires students to:

Complete each of the following at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication according to service and regulatory requirements:

nappying

bottle preparation, feeding babies from bottles, and cleaning equipment

solid food prep and feeding babies

respond appropriately to baby signs and cues

settle babies for sleep and prepare them

monitor and promote physical exploration and gross motor skills suitable for the age

Having students explain changing nappies for babies under 12 months old doesn’t directly address the unit requirement. Unless it’s meant to assess underpinning knowledge (i.e., knowledge evidence), students should be carrying out the tasks.

Mind the Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.

Entire or Not Competent

Mind the lists. In the previous example, if students perform just half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Every assessment item needs clear and specific benchmark answers to guide the assessor’s judgment on student competence. Thus, ensure your instructions are not confusing for students or assessors. For example:

Obligatory resources

Associated costs

Activity length

Appointed duties and responsibilities

When an assessment item demands multiple answers, indicate the number of answers a student must provide. This ensures your assessment is reliable, and the evidence collected is valid.

This is also true for assessment items with double-barrelled questions or those that require multiple answers at once. These can confuse students and assessors, as demonstrated in the sample question below:

Name a hazard and/or environmental concern in the work area and choose the most effective hazard control hierarchy.

Possible answers include, but are not limited to:

Weather conditions – isolation of work area, engineering, PPE

Work area and ground conditions – eliminating hazards, isolation, use of engineering controls

Avoiding double-barrelled questions simplifies responses for students and allows assessors to accurately judge student competence.
